Adding the following tasks to DSpace core release (pending async releases of
curation task bundles) to provide more examples of task usage, and they're
useful features in their own right.
The examples below were chosen because they're (a) simple, (b) they're tested
and proven, and (c) they don't add any new dependencies outside DSpace
Note that these classes have been added to the new curation task package,
org.dspace.ctask.general, not org.dspace.curate.
A new config file, "translator.cfg" has been added to [dspace]/config/modules
for translator configuration.
New tasks: (thanks to Stuart Lewis for the original link checker code)

BasicLinkChecker: Checks *.*.uri fields for HTTP response
MetadataValueLinkChecker: Checks all metadatavalues matching http[s]://* for
HTTP response
AbstractTranslator: Provides generic methods for MS/Google/other translation
APIs)
MicrosoftTranslator: Provides Microsoft impl of AbstractTranslator... API key
and configuration required)
