Circular dependencies is disabled in SpringServiceManager. Recommend actually
parameterizing the entire SpringServicemanager configuration so that these
values can be adjusted.
Alternatively, we want to explore delivering the Service Manager's spring
configuration directly from the webapplication allowing us to combine WebMVC
and ServiceManager configuration into one ApplicationContext or a number of
nested Application Contexts.
