When someone is maintaining a localization, how does he learn that
there is new work to do?  Is there some nifty gadget which fires
emails and posts tweets and RSS updates, that is triggered when any of
a set of known default-locale message catalogs is altered in the SCM?
A wiki page where someone can register a new key and translators can
check it off for language X as they work?

IOW if I invent a new key, how does the word get out that it needs
localizations?
