We need to make it plainer that, when you are the person installing and maintaining DSpace, this message is sending other people to YOU, so that you can look for the actual evidence of the problem. DSpace and Tomcat logs should contain more information. Since this happens when you try to register a new user, the problem is very likely to do with sending email. Check your email settings in config/dspace.cfg to ensure that they are correct for your local email setup. -- Mark H.
