When muliple authentication methods are enabled the LoginChooser will place an
blank div prior to logging in.

The div is intended to hold information about why the user is being asked to
authenticate. Such as the case when the user directly access a restricted
resource and is redirected to login. When this happens the redirect code will
include a message stating that the the resource they are trying to access is
restricted. However there is a problem in the code that displays the message
such that it will add the div even if the message is blank.
