Filenames and BitstreamFormat detection break on filenames with equal signs in 
them

When a submitter uploads a file with an equals sign in the filename, Dryad 
truncates the filename at the equals sign, and does not correctly detect the 
file type.

this is a Cocoon bug. When it builds the MultipartRequest reading from the http 
Header, it truncates the filename with the "=" sign. To solve this issue we 
should dig into cocoon and try to override some of its classes or upgrade 
libraries used in multipart file processing.
