Thanks for reviewing my thinking.

In the end I fixed the data.  We had several items which had two
CC-LICENSE bundles each.  After checking that the text was identical
in both bundles, I deleted the bitstreams from one bundle.  A handful
of failed dissemination runs combed them all out.

Dunno how we got double like-named bundles, nor how the sequence
numbers got duplicated.  I suspect a DBMS mishap during dump/restoring
across DBMS upgrades or when we carried the repository over from an
old server to a new one.

I must think about how to prevent this sort of thing.  It's not good
that we allow the repo. to get into an inconsistent state which causes
tools to crash.
