Imo this is more than a minor issue, with regards to the legal implications and
the state of current metadata (item based only). The submission license counts
for all original bitstreams and implicitely the information of who accepted the
license is kept in the provenance metadata. The submission license is only
valid for those bitstreams originally submitted. Adding other bitstreams
aftwards would make another accept license step necessary including the storage
of the proper provenance information on bitstream basis.
