choices.closed.item.item = true does not function as intended

The option for choices.closed does not function as intended.
choices.closed.dc.commoncore = true
The implied functionality is that the user is limited to only the suggested 
values.

This is my current configuration:

choices.plugin.dc.commoncore.socialstudies = commoncore-socialstudies
choices.presentation.dc.commoncore.socialstudies = suggest
choices.closed.dc.commoncore.socialstudies = true
vocabulary.plugin.commoncore-socialstudies.hierarchy.store = true
vocabulary.plugin.commoncore-socialstudies.hierarchy.suggest = true
vocabulary.plugin.commoncore-socialstudies.delimiter = "::"

Currently even with closed set to true an end user can type in a arbitrary text 
and click add.  They also can select one of the suggested elements and change 
them and click add.

This problem was existant using JSPUI on 1.7.1 with a windows server and is 
still existing on 1.8.1 with XMLUI on a linux server.
