This issue depends on DS-1193 (never mind the title), because if you use an
external renderer like Google Docs (which is a great choice for PDF and office
documents), you cannot let it render files which are not publicly accessible
(it would just try to render the DSpace "access denied" HTML page).
So you need to have this information about bitstream anonymous access
available, which is what DS-1193 does.
