I'd like to suggest replacing the property maven.test.skip with skipTests. maven.test.skip suppresses the building of test classes. This leads to mysterious and distressing failures if you've never run the tests on the version you're building.
skipTests allows the tests (and, in the case of DSpace, the packaged testing environment) to be built, but suppresses their execution. It's been around since surefire 2.4, and we're using 2.6.
