At the moments items without title are not accessible via the UI (jspui only)
to the target audience. Only the administrator can access the items via the
administration tools using the item id or the handle.
The default input form mandates a title and thus this scenario only happens
while deleting the title.
But there is a lot of material without titles, very common in sheet music or
archival documents. So it should be possible to create items without title and
then access them via the browse indices.
Another aspect of this is the OAI-PMH here the title is the only mandatory
field and something should be provided.
