When you create a new version of an item & delete this version when it resides
in the workspace, it will no longer be possible to create a new version of the
original item.
Item for which I cannot create a new version (tested on the demo server):

Steps needed to reproduce this issue:
* Create a new version of any item
* Once the new version is in the workspace, delete it like any regular
submission
* Attempt to create a new version of the original item, you will receive the
following error:
java.lang.RuntimeException: Error while attempting to create identifier for
Item id: {item.id}
