Because of several known issues related to the new Item Versioning feature, the
Committers have decided to disable the Item Versioning XMLUI Aspect in 3.0.
This decision was made in the Developer Mtg on Nov 14 (starts at [20:30]):

The main reasons for this decision include:
* Item Versioning is a new feature that is only currently supported via the
XMLUI. We consider it to be an exciting and useful addition to DSpace, but it
does not yet have wide compatibility support across all interfaces.
* Item Versioning is currently not fully compatible with AIP Backup & Restore
functionality. See DS-1374 and DS-1382
* Because of the above two points, we'd like individual institutions to decide
for themselves whether they want to enable the Item Versioning feature or not.
Please note that before we close this ticket, we also need to document all
known issues around Item Versioning, so that individuals can make an educated
decision as to whether they want to use it or not in 3.0.
