Ivan, I agree with all your thoughts except the metadata value. In my opinion,
plagiarism checking is just a number and a report to alert the collection
administrator if a submission has possible plagiarism and similarities to
another one.
Mark, you are right. Plagiarism checking is part of local policies conformance.
