With some help from Hardy and input from a local Oracle DBA, I've
finally managed to get a test instance of DSpace 3.0 with Oracle up and
running. It was actually quite easy once I had figured out what I needed
to do. I've written up instructions on the wiki:

The instructions have you set up DSpace inside a virtual machine that
comes with Oracle DB pre-installed. Unfortunately there are no developer
tools (git/IDE/debugger) installed on the virtual machine. However, you
could just set up port forwarding for the virtualbox appliance so that
you can install DSpace on your machine (where you presumably know how to
set up developer tools) as usual and just use the database in the
virtualbox appliance.
