The new icon indicating access restriction on bitstreams in XMLUI themes
(introduced in DS-1193) has an alt text specifying who is allowed read access
to the bitstream. When there are no resourcepolicies, i.e. only admins can
access it, the text reads just "Read access available for ".
This should be fixed to "Read access available for administrators only".
