On browse pages and the list of epeople, an empty list item element is
generated if you are on the first page of the results. On the next pages, the
empty list item contains the "previous page" link.
Firefox seems to handle this pretty gracefully, but on Chrome, the Next page
link gets stretched over 2 lines and the box gets wider than it's supposed to
get. Screenshots attached to make this clear.
