Let me suggest that the problem isn't really the presence of the Submissions
link per se, it's that an extra click is needed to determine that there are no
submissions.
Therefore my suggestion is to display a count of pending submissions directly
in the link, e.g. "Submissions (0)". This both removes the extra click and lets
you go to the usual place to start a new submission.
