The recommended solution would be to add a button (or something) on the Create a new EPerson page to allow you to essentially "reset" a user's password (which will auto-generate the email to the user to establish a password).

I'm told that the JSPUI has a new feature (for 4.0) which does something similar. See DS-1624 (and related pull request).

In any case, this needs a volunteer to implement for XMLUI.
