One of "my" repositories is running DSpace 1.8.2 with the xoai backport. I ran into character encoding problems there that sound very similar to those described in this issue. Eventually I figured out that dspace oai import was using a non-UTF8 locale when run as a cron job while it was using the correct locale when I ran it manually.

I fixed the problem by making sure the dspace oai import cron job was running with a UTF-8 locale (just eg put LANG=en_NZ.UTF-8 as the first line in the relevant crontab).
