We discussed this in Jira review today and the reason for this behaviour is that 2011 is a shorthand for 2011-01-01. There was some discussion whether this is a bug or intended behaviour. After all, letter indexes work the same way - if you type D and choose descending order, you will get entries starting from CZ. Most of us seem to think this is unintuitive and ordering in browse indexes should be revamped.
