Description: With the "Advanced Embargo" functionality enabled, if you enter in an Embargo "Name" of more than 30 characters (on the "Access" page) you get an error:

org.postgresql.util.PSQLException: ERROR: value too long for type character varying(30)

This can be reproduced on http://demo.dspace.org/xmlui/

We should either limit the max-length of this field, or provide some better way to catch this error before it occurs.
