Several Committers were talking today (bollini, helix84, hpottinger & I).
We'd like to suggest disabling the "Initial Questions" step in the Submission UI by default. It's often unclear exactly what its implications are to users. We won't remove the step (it'd still be available to use), but we would just default it to being "turned off" and default ...
