This was discussed in today's dev meeting (6 Nov 2013) and tdonohue said this change sounds reasonable. However, I don't want to just merge this -- anybody else happy to push the button?

The 'advanced' form of the access step / upload with embargo step is enabled by default. However, the advanced version requires an understanding of DSpace resource policies. Even though the access step / upload with embargo steps are disabled by default, I think it would still be more user-friendly to make the 'simple' form the default.
