Hi Robin,
it works in this way by design.
The idea is to have a different header for the "backend" functionalities, the submission process don't have anything in the header because in the submission we have hide the menu... I don't like that but in the first round I have just avoid to change the behaviour and forget to further discuss.
Local customization can provide a custom header for the submission with a reduced banner.
I will be favor to add menu to the submission screens but it will be nice if we can provide an alert, like jira do, when you click a link and you could loss unsaved information.
