I've begun sketching an IdentifierProvider to generate UUIDs for local use. It's nowhere near a complete solution, but it's here:

One difficulty with this approach is that this provider must be implicitly configured-in, always. I haven't yet figured out how to do that. Another is that it needs a separate table, since we don't (yet) have metadata on DSOs. That probably makes for other problems, and I'd rather remold it to be stored the same way as other identifier types.

We need identifiers on objects which are not managed by other entities such as the DBMS or external global identifier services (Handle, DOI, etc.). REST, the GUIs, and SWORD all need to be able to present *permanent* identifiers. DBMS record IDs can change if the assetstore is reloaded from DSpace asset packaging.
