I am definitely +1 on this.
I had the chance to review the PR code and I have the following comments:
1) The code fully conforms to the code we have already have for the three initial services
2) I have made some tests and seems to fully work
3) We can reference this PR in the documentation as an example of how someone can write or contribute a new service for the submission lookup step
4) Even if the CiNii service is not known worldwide, we can accept the code and we can comment the service in the configuration so as not to appear by default in all installations but the interested ones can uncomment it

PS: If the code is finally accepted, the CiNii service requires an application api key which users must provide in configuration. For the http://demo.dspace.org site we are going to need our own key which can be obtained from: https://portaltools.nii.ac.jp/developer/en/

I made a new dataloader to use metadata from CiNii Article. This source is very usefull for Japanese repository and I think it is worth to include this dataloader to DSpace as a default setting.
