Usecase: admin wants to create an account for an end user through the DSpace XMLUI.
There is a dialog to do this in the "People" page. However, the admin does not get to specify a password there. After creating the user this way, no email is being sent out.
As a "workaround" the only thing the new user can do, or the admin in name of that user, is use the "Forgot password" dialog to trigger an email to the end user, allowing him/her to set the password.
Either we need an admin to specify an initial password (not recommended) or just trigger the password token email after the admin creates a user account.
