Doing further testing on this on demo.dspace.org, this seems to be related to permissions:
If you're changing these permissions to false for usage, search or workflow statistics:
https://github.com/DSpace/DSpace/blob/master/dspace/config/modules/usage-statistics.cfg
the links work for anonymous users and they are also displayed on the interface.
However, if you put them on "true", the links are not shown and following them triggers this resource not found error while it should ideally show a message about permissions.
Changing this from "Blocker" to "Minor".
