Found the error. The command to completely clean the cache does not work.
For example:

There they still are!!
So I manually cleared out the cache as follows
cd /home/dspace/var/oai/requests/
sudo rm *
Now it works.
Will create a warning on:

The OAI-PMH provider does not return records when using the oai_dc prefix, but it returns records when using the mets prefix.
