DSpace currently doesn't have any UI or CLI command to change the parent of a collection. It can do this only for a community (community-filiator). The only option I can think of is to use AIP export, which is an overkill as it exports/imports all of the collection's items as well, while doing it properly is as simple as:
UPDATE community2collection SET community_id=NewCommunityID WHERE community_id=OldCommunityID and collection_id=CollectionID;
followed by a reindex of that collection.
Please note that collections currently have exactly one parent community. There was a proposal (DS-491) for collection mapping, too (multiple parents), but as of now this is out of the scope of this ticket.
This ticket proposes an UI for XMLUI, JSPUI, CLI and REST API. Feel free to pick just one of them and create a subticket that resolves it.
