I did the import and rebuilt / redeployed dspace and am still having that 
issue. Please see attached results email.

I'm not sure if it's necessary, but did you do "[dspace]/bin/dspace oai import 
-c" after you applied the patch, rebouilt and redeployed DSpace? Also, not so 
important, but which DSpace version are you running?

see protocol spec section 2.7.1. The message included in the error response
was: 'No matches for the query'
