I was finally able to confirm this using Vagrant-DSpace, and a fresh install of DSpace, without any content added. The errors I am seeing are exactly the same as what Tim pasted above, so I'll not paste them in again.

After install dspace 4.0RC
Run command dspace stat-initial from /dspace/bin
dspace show:
Exception: ERROR: more than one row returned by a subquery used as an _expression_ org.postgresql.util.PSQLException: ERROR: more than one row returned by a subquery used as an _expression_
