<description> element of Identify response is an optional, so the easiest way to fix this issue is to delete this element. And the easiest way to delete this element is to delete the file specified by "description.file" properties in [dspace]/config/modules/oai.cfg. My test site applied this change passes the validator.

Check the OAI-PMH endpoint with a validator (eg. http://oval.base-search.net/) it reports an error:
"ERROR: Identify response well-formed but invalid: Element '{http://www.lyncode.com/XOAIConfiguration}XOAIDescription': No matching global element declaration available, but demanded by the strict wildcard., line 11"
