default encoding differs between cli and webui
XMLUI (and presumably JSPUI too) all set file encoding to UTF-8. The cli however doesn't explicitly set this, leaving it to the default encoding of the OS. This leads to unpredictable behaviour of e.g. filter-media when a bitstream has non ASCII characters.
