As a brief GSoC followup: Carol Smith at Google (who is in charge of 
GSoC) let us know that the only reason for our rejection from GSoC 2014 
was that Google was wanting to make space for new organizations to 
participate this year.

(This was the same reason we were given in 2012 when we were also rejected.)

I've added my notes from the "rejection IRC meeting" to our Wiki just
