Hi Andea,
There are many lines of repeated code in both xmlui and jspui for deciding the logic of the email recipient. The repeated code first checks the item author then the mail.helpdesk config property and then if still null, assigns it to mail.admin. I don't understand your argument that this logic is somehow already centralized in the RequestItemExtractor.

Some institutions want the DSpace admininistrator or DSpace helpdesk to receive all Request Copy emails instead of the emails going to the original submitter.
The Request copy has two config options right now:
request.item.type = all
mail.helpdesk = dsp...@myu.edu
This pull request will add a new config option to allow the override.
