It was logging to the appenders "file" and "CONSOLE". Remove "CONSOLE" and it still logs to "file":
log4j.appender.file.File=${dspace.dir}/log/solr.log
|

log4j-solr.properties specifies logging at the root level to both a file and the console. Console logging under Tomcat goes to catalina.out, and Solr is so chatty that its output obscures much that is normally more interesting. I suggest we remove CONSOLE from the rootLogger.
