By default, the DSpace workflow steps do not allow adding additional bitstreams or removal of the originally uploaded ones. Here are a few usecases we've come across, where it has been desirable at least to make it configurable to modify bitstreams as part of the workflow: - Consider a scenario where researchers do the original submission before it's being reviewed by library staff in the workflow. In cases where the researcher submits a publisher PDF when only final author pre-prints are allowed, it would be less cumbersome to allow the librarian to add the author pre-print, instead of sending the item back to the author. - When an automated batch ingest would automatically create workflow items with metadata, it would be desirable to allow reviewers to add the files as part of the workflow. Without a doubt, there are usecases where it would be undesirable to allow reviewers to modify the files, hence why it should be provided as a configurable feature. Thoughts?
