This feature allows admins to configure items , collections, and / or communities to show an agreement page with accept / decline buttons to a site user before delivering bitstreams
The agreement text itself is defined in files that are kept in DSPACE/config/agreements directory
Settings are defined in dspace.cfg, eg
HANDLE.bitstream_view_agreement_file = filename
The new class ViewAgreement contains all the logic of whether an agreement needs to be displayed and keeps track of status in the session. It is independent of the JSPUI code so that it should be easy to add the same feature to the XMLUI
