Ok, now I better understand. I agree with you that if one person made this mistake that others may be likely to. So, it would be nice to be more selective around what we are filtering during the ant copy from [dspace-src] to [dspace]. So, I'll keep this ticket open, but I'm going to decrease its priority to "Minor" (as there is an easy workaround) and update the title/description.
In the meantime, for anyone who encounters this error, the quick fix / workaround would be to *remove* the GeoLiteCity.dat from your [dspace-src] directories and ensure it ONLY exists in your [dspace]/config/ folder.

ant tried to replace properties in all config files
with some versions of GeoLiteCity.dat this leads to an OutOfMemory exception
this affects all version and all components - since this prevents deployment
UPDATE: This OutOfMemory error seems to only occur if the GeoLiteCity.dat file has been accidentally/manually copied into your [dspace-src]/dspace/config/ directory (or [dspace-src]/target/dspace-[version]-build/config/). By default this GeoLiteCity.dat file should ONLY exist in your [dspace]/config/. See comments below for more details.
