Which DSpace UI are you referring to? Or is this somewhere in the API (if so, could you provide a link to the code)?
Currently, on the DSpace Demo server, I'm not able to replicate this issue.
For example:
JSPUI: http://demo.dspace.org/jspui/handle/10673/notvalid (Returns a 404, "Invalid Identifier" message)
XMLUI: http://demo.dspace.org/xmlui/handle/10673/notvalid (Returns a 404, "Resource Not Found" message)
Could you provide us with some more details here on the issue you are seeing?

Resolving a non existing handle returns an incorrect error code.
DSpace handle server returns
Error - Handle System Error
but it should return
Error - Not Found
(these particular errors are output by the local http proxy)
The culprit is ambiguous handle API documentation of previous versions. In the latest release the documentation says
