It seems the top dropdown menus in the JSPUI don't work in older versions of Internet Explorer, specifically versions 8 and 9.
As Jacob Brown notes in the above thread, it looks like it's a Bootstrap 3 issue, but there are workarounds:

It sounds like removing the CSS "filter" property is a quick fix for IE8/9.
These issues can also be replicated by visiting http://demo.dspace.org/jspui/ using the IE 8 and 9 emulator(s) in the latest version of IE (version 11).
Needs a volunteer to patch & test.
