Add the ability to embargo submissions using the ItemImport command line interface. We propose adding the following option to contents file in order to embargo bitstreams: \tembargo:<date>. Dates take the form of YYYY-MM-DD, YYYY-MM, or YYYY. This feature was originally asked for by Keith Gilbertson from Virginia Tech.
