Workardoung Workaround for DS-1990 for DOIIdentifierProvider

DOIIdentifierProvider stores every DOI that is assigned to a DSpaceObject once. If the DSO gets deleted, the corresponding DOI only gets marked as deleted.
As a work around until there is a propper proper solution for DS-1990 we could add two methods to DOIIdentifierProvider. The first one looks up a DOI by the type and id of an DSpaceObject. This method can be compared to IdentifierProvider.lookup(Context, DSpaceObject) but gets a context, the type and the id of an DSpaceObject. The second method returns the status of a DOI.
