Reading my report again, I guess this is a bad description. I try again:
The code looks like that:

# REMEMBER: ONLY UPDATE THE VERSION IN dspace/config/templates
# AND THEN RUN dspace/bin/install-configs!
# DO NOT EDIT THE 'LIVE' VERSION!
##############################################################
I guess that this advice is not valid and should be removed completely
There is no dspace/bin/install-configs script any longer.
There is no dspace/config/templates directory any longer.
This advice was meaningful before the bin/dspace wrapper was introduced and the conversion of all command line tools to java was done long time ago.
