I have 4 sitemaps now http://elar.urfu.ru/robots.txt . Google works with all of it. XML sitemaps allow to google to get much more metadata, for example time of last modification, importance of each link and other. Repositories now require a technical SEO. And many administrators can not make SEO optimisations because do not know about it. It is a fact. I think, this functionality should be the maximum work in default instalation.
I can add ONLY XML sitemaps direct in google webmaster tools, It may be sutable when i want to hide my sitemaps from unwanted harvesters, or generate sitemap specially for my national search engine or agregator. Htmlmaps not pass google test.
