Currently DSpace requires users to configure whether to ignore scope or value of Shibboleth affiliations in assigning people to DSpace groups.
This improvement is to remove that configuration and allow the configuration of a mix of scope and value associations to DSpace groups.
I.e. all staff to be assigned to group A, additionally all people of Instituion Y assigned to group B, all students in institution Z assigned to group C.
I don't know why the original restriction was put in place. If there was a good reason, then this issue might not be appropriate.
