Just an idea: you can use an editor and write UTF-8 encoded german umlauts in a file. Then you convert it with iconv (command line tool) telling iconv that it is latin1 and should be converted to utf-8. The content of the file gets crumbled. If you find a way to load (I think copy paste is not enough) the crumbled context into shibboleth, my patch should repair it. Or perhaps Jouni Nevalainen can test it?
